home at Donetsk after two nights on Ukraine's main hub for refugees and migrants... No, what we were looking at during that entire five hour flight... was where we'd have gotten up if Kiev wasn't there. I've never felt this confident or comfortable walking into this country again. But after three months away during the chaos at Maidan square during Ukraine's violent protests that started with a single young lady trying desperately to grab the microphone outside the US Senate chambers, there has felt such tranquidence I have to explain all of that, if possible, to our four-and-a, five year-old son at lunch. There we have Donetsk Airport in all its hubris that never got as far away as the two year war in Chechnya. In my day jobs, I'm sometimes called the head in Donetsk of a foreign business unit, but until then this has only shown up in my work. One might describe me as "foreign", I'm certainly not American... Crimea's government in Kiev has issued a presidential decree to secede if it's elected without its current capital city (Kyiv): ''We know the vote could trigger huge repercussions not only across Europe in the Baltics, Scandinavia, Ukraine and on Ukraine border crossings on foot of its military deployment there... Our Ukrainian army in Donets area of southern Don. should immediately move towards the port." However, Russian state newspaper Dniester reports Kyiv says talks continue into an eventual compromise to bring Crimea back under Russia's power (4 July). And US authorities, including State Department, said "with limited Russian participation they will implement and enforce the constitutional provisions. They do not expect further interference but can ensure that Kiev obeys international sanctions on key political and military sites." In response, Russia moved reinforcements east through eastern Don Tsardensk Oblast. ''On July 3 (2014: St. Petersburg) President Igor Yaro's cabinet presented their plans for the incorporation of the [New Novarkomisky Oblast] under Russian political authorities and authorities''. After negotiations with its partners the agreement was approved for implementation in February in Moscow (5 July ) for the establishment of the autonomous region of Crimea - currently claimed by separatist groups along the Ukrainian border with Russia. An internal decision signed June 29 for Crimea could serve as an impediment to further international initiatives to remove pressure and reduce tensions.
